A US Air Force F-111 Aardvark equipped with a new laser guidance system crashes into the sea near Malta, prompting the CIA to send their top agent, Ken Tami, to recover the system before it falls into Soviet hands. To secure his loyalty, the CIA brings Tami's two young sons to a nearby hotel, while rival agent Andrei from the KGB also becomes involved in the search.
