A group of smugglers, led by "New Orleans", is secretly working to prevent Texas from achieving statehood by smuggling goods across the border. Sunset Carson and his partner, Frog Millhouse, who are border patrol agents, receive a warning from a secret agent named Matthews about an impending shipment of gunpowder. They intercept the smugglers and engage in a shootout, defeating them.
