A special prosecutor, Roger Andrews, is appointed to take down a crime ring after accidentally helping the police capture its members. However, corrupt civic leaders try to discredit him by manipulating public opinion. With the help of a reporter and an informant, Andrews uses unorthodox methods to get a confession from the ring's hired killer.
