In a near-future dystopia, a right-wing politician, Pharoah Mann, rises to power and purges the streets of marginalized individuals, including petty criminals, addicts, and asylum seekers. He confines them to a segregated ghetto, where those without work permits are trapped. When Moses, Pharoah's son, discovers his true heritage - he's actually the son of a refugee - he wages a rebellion against his father to liberate the ghetto's oppressed inhabitants.
