Drug lord Carl Stegner is a fugitive from US authorities, accused of fraud, bribery, and corruption. However, his plans are derailed when the government's star witness is brutally murdered. The widow, Adele Tasca, proposes a risky plan to the Justice Department: kidnap Stegner and hand him over to the authorities. She recommends Jerry Fanon, a seasoned bounty hunter and her former lover, to track down Stegner's killer and bring him to justice.
