A highway engineer, Roy Rogers, advocates for a youth rehabilitation camp where first-time offenders can reform without prison life. Meanwhile, Andrew Willard's cattle are being stolen and replaced with inferior stock by his corrupt foreman. The theft is blamed on Roy's crew, leading to his banishment from the property. As Roy tries to clear the boys' names, he must also uncover the truth behind the murder of Warden Parker and the theft of a diamond brooch.
