Italian Fascist dictator Benito Mussolini appoints General Rodolfo Graziani as colonial governor of Italian Libya in 1929, with the aim of crushing Libyan nationalist resistance led by guerrilla leader Omar Mukhtar.

In pre-World War II Italy, General Rodolfo Graziani is sent by Benito Mussolini to fight in the colonial war in Libya against the Libyan nation. Despite his troops' frequent defeats at the hands of Omar Mukhtar and his Bedouin army, Graziani resorts to brutal tactics, including the slaughter of civilians, to crush the rebellion.
