In the small town of Rio Blanco, a battle rages over statehood, and two men, Lon Bryson and Chuck Bowers, capitalize on the chaos by forming fake protection rackets. Against them stands Henry Waterman, publisher of the Rio Blanco Herald, and his assistant Andrew Jackson Weems. When Waterman is murdered by a gang member, Jeff Lanning, a Territorial Ranger, is dispatched to the scene. Unbeknownst to him, the killer is his own brother, Bob Mitchell, who is hiding in plain sight.
