Oliver Cromwell's Commonwealth is determined to capture Charles Stuart, the future king, after the Battle of Worcester. The Earl of Dawlish, known as the Moonraker, who has previously aided the escape of many Royalists, must now ensure Charles's safe passage. Dawlish travels to the Windwhistle Inn on the south coast to plan the king's escape, where he encounters Anne Wyndham, the fiancée of a prominent Roundhead colonel.
