In the English village of Little Hayhoe, a visit from the Prime Minister is imminent due to its exceptional productivity and near-full employment. However, the village's perfect record is threatened by Dan Dance, a retired rogue who prefers drinking and contemplation to work. The Village Council concocts a plan to relocate Dan to the long-abandoned alms-house, where he must adhere to ancient rules. But when a new Vicar arrives, he discovers that Dan's circumstances entitle him to a substantial annual stipend, which comes at the village's expense.
