In pre-war California, Japan secretly plants a network of spies and saboteurs. Agent Kato recruits Eddie Carter, a former army soldier, to uncover secrets about the Panama canal. Meanwhile, Peggy Harrison, another mysterious agent, also shows interest in Eddie. However, Eddie's morals are tested as he becomes entangled in a deadly game of espionage, torn between his loyalty to the US and his newfound allegiances.
