A group of Community Service workers and two Marines embark on a journey to an abandoned amusement park on a private island, led by Officer Bob Butterfield. Unbeknownst to them, the island is home to a cracked out clown and his pal, a "little person", who always put on a show for the few visitors. But as they settle in, they begin to realize that they may be the ones being entertained.

In a small town, a series of gruesome murders takes place over a weekend, targeting a group of community service workers and others. The killings are orchestrated by a vengeful police officer, driven by a personal vendetta against a notorious serial killer.
