In a desert town in central Mexico, a poor janitor named Juan Vargas is unexpectedly appointed Mayor after the corrupt former Mayor is killed by the peasants. Despite his initial intentions to bring modernity, peace, and progress to the town, Juan soon discovers that corruption is deeply ingrained and finds himself succumbing to its influence. With the help of his pistol, Juan gradually becomes the de facto ruler and the most corrupt Mayor in the town's history.
