Rex Allen, head of the cattleman's association, leads a herd to the railhead, but their plans are thwarted by Brock Stevens, who owns the railroad spur line. Brock agrees to pay fair prices for the cattle, but his exorbitant loading fees would eat into the ranchers' profits.
