In 1930s Harlem, two rival gangs clash over illegal gaming, with Bumpy Johnson, a black gang leader, and Dutch Schultz, a white gangster, vying for control. When negotiations proposed by Lucky Luciano fail, violence erupts and Johnson is imprisoned. After his parole, Johnson becomes the enforcer for Stephanie "The Queen" St. Clair, a powerful figure in the underworld, who is also imprisoned for racketeering.
