A wealthy and ruthless businessman, Bhaktawar, exploits his dockyard workers, forcing them to toil without pay. When the union leader, Tiger, protests, Bhaktawar silences him. However, after Bhaktawar murders Tiger's father, a bodyguard, Tiger becomes enraged and kills Bhaktawar, setting the dockyard ablaze before fleeing the police.
