Phoenix cop Charlie Congers develops a personal vendetta against mob boss Joe Bomposa, who is protected by his wealth, lawyers, and political power. When Bomposa's girlfriend, Jackie Pruit, is called to testify before a Senate committee, Congers sees an opportunity to take down the mob boss.
