In 1970s Florida, a crime boss smuggles drugs inside cigars and tobacco leaves, with his top enforcer, Lou, a wheelchair-bound fighter with shotguns built into his chair. A student, Ken, works for the organization to pay tuition, but after killing his girlfriend in a fight, he's silenced by the outfit. The police investigate her "overdose death", led by her brother, a detective, who uncovers a web of corruption and deceit.
