Two mischievous schoolboys, Penrod and Sam, run into trouble at school and start their own club, the In-Or-In club, with themselves as the only members. However, their plan is disrupted when two classmates, Georgie and Rodney, try to join, despite constantly informing on Penrod and Sam and getting them into trouble. Despite initial reluctance, Penrod and Sam are forced to admit the two boys, leading them to exact revenge on their new unwanted members.
