Teenagers Penrod and Rodney, rival members of the Junior G-Men Club, are at odds with each other, threatening Penrod's father's job. Penrod goes missing, and the Schofields and Bitts join forces to offer a reward for his return, which puts the Schofields in debt. A carnival performer, Tex, discovers Penrod's whereabouts and concocts a plan to obtain the reward money by presenting Danny, a lookalike with amnesia, as Penrod. However, the plan backfires when Tex demands his cut and Penrod tries to return home, complicating the situation.
