Two-year partners, Portland Police Detectives Carly Sagan and Joe Avery, investigate a murder at Safe Harbor, a child refuge owned by Olivia Wyatt. A woman's strangled body is found on the grounds with a satanic drawing. The detectives learn she was a former resident whose life didn't improve after leaving. They find more bodies with the same drawing, all connected to Safe Harbor. Carly, a former Safe Harbor resident, is forced to confront her past when she reunites with Olivia's son, Sam.
