In the aftermath of a landmark Supreme Court decision outlawing capital punishment, California introduces a novel solution: sending first-degree murder convicts to San Bruno Island, where they're free to live as they please, except leave. The island is dominated by the ruthless Bobby, who maintains control through fear and exploitation of the women, forcing them into sex slavery. Meanwhile, a group of more liberated convicts, led by A.J., have escaped and gone into hiding. When A.J. and his followers free the women from Bobby's grasp, a showdown ensues for control of the island.
