Stanley and Oliver are paid off with a flea circus and a trained chimpanzee named Ethel, but chaos ensues when they bring the ape to their room, unaware that Ethel is also the name of their landlord's wife.

A group of clumsy circus performers inadvertently destroy their own circus, but find themselves running a flea circus and caring for a giant chimpanzee, leading to a series of chaotic and amusing occurrences.
