A group of teenage gang members, led by Jimmy Smith, are sent to a strict reform school where they face a ruthless administrator, Thompson. However, when a former gangster, Patsy Gargan, takes over as deputy commissioner, he brings a new approach to the school, inspired by his romance with a nurse. But Thompson will stop at nothing to discredit Gargan and maintain his corrupt status quo.
