Scientist Thomas Edmunds and his daughter Mary attend the National Air Races in Cleveland, Ohio, seeking a pilot to demonstrate their anti-gravity device, the Contragrav. They choose Bob Raymond, a U.S. Border Patrol agent, unaware that their friend Mortimor Crome, owner of the International Import and Export Company, is secretly the leader of a smuggling gang after their invention. During the demonstration, Raymond's aircraft is sabotaged, leading him to team up with Edmunds to foil Crome's plans and defeat him using the superplane, the Phantom.
