Silsila, the manager of a traffic signal, collects protection taxes from street vendors. He's surrounded by a cast of characters, including a scavenger boy, a Gujrati girl selling clothes, a drug addict, and a prostitute. Silsila, an orphan, reports to a local goon, who in turn answers to the leader of the local mafia. The hafta collected from each signal and territory flows upward to corrupt politicians.
