A fisherman's body is found, and a police lieutenant convinces a reporter to keep the story quiet. A separate investigation unfolds when a man arrested for fighting has $3,000 with the same serial numbers as $2,000,000 lost when a naval ship sank. The case leads to a gang of killers and thieves who hid the money in an undersea cave, and eventually, jealousy and distrust among the gang members aid the investigator in solving the mystery, leading to an underwater fight and a trap to capture the criminals and recover the stolen money.
