The James Gang flees to Quinto, a lawless region outside American borders, where outlaws roam free. Sheriff Rowley soon arrives, pursuing his injured brother, who is part of the Gang. Despite having no authority, Rowley forms an uneasy alliance with the James brothers, only to become embroiled in local politics, including a push to annex Oklahoma and bring the law to the area.
