A scientist, known as "the beach bum", is conducting a grizzly experiment on a secluded laboratory off the Florida coast to create the ultimate expression of beauty, a mermaid. However, his dark obsession has resulted in horrifically twisted and mutated test subjects. Meanwhile, detective Elizabeth Wayne investigates the disappearance of several local women, aided by a marine biologist and a detective.
