In the movie, a fire at an old house leads Daily Flash reporter Brenda Starr and her photographer, Chuck Allen, to discover a wounded gangster named Joe Heller. As Heller lies dying, he gives Brenda a coded message and reveals that his satchel of stolen money has been taken. The gangster who shot Heller, Kruger, tries to kill Brenda to get the location of the stolen money, but she evades their attempts with the help of her photographer and a police lieutenant.
