A Canadian fishing village on the Atlantic coast faces the threat of losing its fishing rights, prompting the local reverend and mayor, Augustus Knickel, to take drastic action. He declares the village an independent republic, citing an obscure clause in an ancient treaty, and backs up his claim by purchasing an abandoned Russian nuclear submarine from its cook, who just so happens to be the most senior officer still aboard.
