Brigadier General Jack D. Ripper, a paranoid military leader, launches a nuclear attack on the Soviet Union, believing it's a Soviet plot to poison the US populace. He shuts down communication to protect the attack, but his executive officer, RAF Group Captain Lionel Mandrake, tries to send a message to the outside world to recall the bombers.
