In this gritty drama, a group of troubled city kids are transferred to a unique shelter where they're given a chance to govern themselves. However, their progress is hindered by the corrupt superintendent, Hiram Krispan, who's aided by a former racketeer on probation. The kids and a dedicated social worker team up to expose Krispan's wrongdoings and bring about positive change.
