Police Captain Haines tasks Detective Jim Logan with solving a murder case amidst a crime wave, while also navigating the new head of the Police Department lab and internal affairs, J.G. Bliss, who prioritizes criminal's rights. Despite Jim's efforts, he is forced to release the prime suspect, Chuck Brown, due to lack of evidence. Jim's actions lead to his demotion, but he continues to investigate, uncovering a connection between Chuck and a junk dealer's racket. The case takes a deadly turn when an honest junk dealer is murdered for refusing to ship scrap metal abroad, and an eyewitness is killed in a hit-and-run accident.
