Jack Goldwater, an IRS agent, is reassigned to a desk job in Nevada after insulting a powerful senator. He becomes the federal receiver of a tax-defaulted legal brothel, where he discovers an Al Qaeda plot to detonate a nuclear bomb at Hoover Dam with the help of the brothel's Madam, Lady Magdalene.
