In 1950s Portugal, a charismatic smuggler named Captain Robert John Evans operates a fast boat, transporting contraband and consumer goods. Lisbon's police inspector, Joao Casimiro Fonseca, is determined to catch Evans, but the captain always manages to evade capture. Meanwhile, American Sylvia Merrill, wife of industrialist Lloyd Merrill, arrives in Lisbon to secure her husband's release from a Communist prison. She enlists the help of criminal Aristides Mavros, who offers to negotiate a bribe for the Communist officials in exchange for a hefty reward. However, Mavros has ulterior motives, planning to have Lloyd Merrill murdered after his rescue and make it look like an accident. As the rescue mission unfolds, Captain Evans, Inspector Fonseca, and Maria, Mavros' young secretary, find themselves entangled in a web of deceit and betrayal.
