The US Treasury Department's Secret Service has been stumped by a ten-year-old case of counterfeiting, dubbed "Mister 880", due to the amateurish nature of the fake bills and their distribution in New York City. The case is reopened with the addition of Steve Buchanan, a fresh pair of eyes from Los Angeles. As Steve investigates, he meets the kindly old gentleman William 'Skipper' Miller, who is suspected of being Mister 880. Skipper uses the counterfeit money to buy second-hand trinkets and claims it's from his "Cousin Henry", a printing press and self-made plates. Steve becomes close with Skipper's friend and neighbor, Ann Winslow, a UN interpreter, but she eventually discovers his true identity. The question is whether Ann will reveal Skipper's identity to him or Steve, and whether Steve can catch Mister 880 without ruining his romance with Ann.
