In the Oklahoma land rush of the Cherokee Strip, a father-son duo, Ned and John Kincaid, aim to stake their claim for a new townsite, which they'll name Tulsa. With the fastest horses in the land, they're confident in their success. However, an outlaw, Whip McCord, joins their claim, seeking exclusive rights to establish saloons and gambling joints. As the town takes shape, Ned and John plan to run for mayor and sheriff, respectively, to rid the town of criminal elements, including McCord and his gang.
