A widow, fueled by a desire for fairness, takes a stand by running for mayor, vowing to purge her community of corruption.

Middle-aged widow Hattie Burns seeks justice after a friend's daughter is killed in a gangland shootout at a local speakeasy. When she confronts the mayor, he dismisses her concerns, sparking a movement as women in the town rally behind Hattie's campaign for office. With her best friend Ivy as campaign manager, they use a "Lysistrata"-like strike to sway female voters. Unbeknownst to Hattie, her reformed hoodlum son-in-law is hiding in her attic.
