Private detective Donegal Dawn is tasked by the police commissioner to investigate a crime wave in Chinatown, which he believes is linked to tong-killings. Dawn's friend Robert Rand is romantically involved with Zenobia, a clerk at a curio shop, but Dawn warns Robert that their lives will be in danger if he tries to take Zenobia away from Chinatown. Despite this, Robert decides to investigate further and breaks into the shop's cellar, where he discovers a mysterious ceremony led by Zenobia, who appears to be under some sort of mind control.
