A wealthy businessman and his accomplices plot to kill a judge, but an ICAC inspector overhears their conversation and records it on a cassette tape. As the inspector's life is threatened, he secretly leaves the tape in the car of a reporter, who unknowingly becomes entangled in the conspiracy.
