Game Warden Roy Rogers is tasked with tracking down two prison escapees who have killed a fawn and is hindered by a local newspaper owner and his brother, who are secretly working with the fugitives. The two plan to dynamite a lake and hatchery property to get to the oil underneath and eliminate the property owner, Russell Masters. However, Russell leaves his property to his assistant, Kay "Doc" Parker, in his will, which surprises Martin at the inquest.
