A revolutionary experiment aimed at granting hearing to a select few descends into chaos, with one participant struggling to survive.

Liza Raines, a secretary, loses her hearing after a shooting and is forced to live in her car until she's discovered by social worker Grant Kane. He brings her to a rehabilitation center, where she agrees to participate in an experimental treatment at the Center for Hearing Research. The treatment, funded by the CIA, aims to restore hearing in 15 patients, but it has unintended side effects, causing most patients to become psychotic and suicidal. Liza, patient 14, is the exception, gaining the ability to hear brain frequencies and read minds. The CIA recruits her to use these abilities to uncover suspects' thoughts, but Liza soon uncovers the agency's true intentions.
