The Missouri legislature grants a pardon and amnesty to the James and Younger gangs in 1876, recognizing their protection of homesteaders from marauding railroaders. However, the railroad companies and banks view them as outlaws and will take action if they encounter the gangs. Cole Younger had initially considered robbing the First National Bank in Northfield, Minnesota, but decides against it. When he learns Jesse James' gang is planning the robbery behind his back and the railroaders are issuing a war against them, Cole changes his mind.
