On a volcanic island, Count Dakkar, a benevolent leader and scientist, has created a society without class distinction. His daughter Sonia and her fiancé Nicolai Roget, an engineer, design a submarine that Roget pilots on its maiden voyage just before Hetvia's ruthless ruler, Baron Falon, overruns the island. Falon pursues Roget in a second submarine, and the two vessels dive to the ocean floor, where they discover a mysterious land inhabited by dragons, giant squid, and an unknown humanoid species.
