In an alternate postwar Japan, 1996, Hokkaido is governed by the "Union" while the US controls Honshu and other southern islands. A towering structure stands on Hokkaido, visible from Tokyo. Three middle-school friends promise to build a plane to cross the border and uncover the tower's secrets, but their project is abandoned when Sayuri falls ill and moves to Tokyo. Years later, Hiroki discovers Sayuri is in a coma and enlists Takuya's help to find a way to wake her up, as the country teeters on the brink of war.
