A small town's idyllic past is threatened when a convict's scheme to transform it into a gaming hub puts its rich Western heritage in jeopardy.

In the small town of Hidden Valley, a convict named Smitty seeks to take over the community and turn it into a gambling resort. He enlists the help of hotel owner Carson Masterson, who is running for mayor against the current incumbent, Larkin. Masterson's plan is to win the election and get rid of the town's law enforcement, including Marshal Tim Gallery and his deputy, Happy Hooper. However, when newspaper editor Bill Stafford tries to confront Smitty about his past, he is brutally murdered. Masterson uses the killing to his advantage, blaming Larkin for being unable to catch the killer and framing Happy as a pawn of the gambling interests. Meanwhile, a Western artist named Rex Allen, a friend of Tim and Happy from the Air Force, arrives in town and becomes entangled in the chaos, determined to help his friends and bring justice to the corrupt town.
