The second installment of the "Medico" series stars Charles Starrett as Dr. Steven Monroe, a pacifist doctor who arrives in Rock City to find his friend's property ruined by dust storms. When his friend is framed for a dam explosion and killed in a stampede, Monroe sets out to expose the real culprits, a group of crooked construction engineers and their henchmen.
