Rickey Deane, a former gangster, and Louie Lanzer, a washed-up fighter, decide to leave their criminal past behind and take a vacation in the country. However, they're followed by three hard-boiled characters who want to make them their new boss. The two men are arrested in a small Connecticut town, Middle Village, and are shocked to find the jail is wide open and the judge explains that the town is broke and its only income comes from traffic fines. Ricky sees an opportunity and buys the town's bonds, renovates the jail into a luxurious club, and starts a business catering to criminals on the lam. As the town prospers, Ricky falls in love with the judge's daughter, Virginia, and agrees to reopen the town's factory. However, their plans are threatened when Chink, a former racketeer, returns from the Army and tries to take control of the town.
