A scientist's accidental killing of 18 soldiers sparks a deadly chain reaction. Colonel Andrew Brynner, the scapegoat, is sentenced to 10 years in prison, where he becomes unhinged and plots to steal a biological weapon from the research base. He orders a team of mercenaries to steal the bomb, killing the scientist, Dr. Richard Long, who then flees to a convenience store with the weapon. The clerk, Tim Mason, and an ice-cream trucker, Arlo, become entangled in the chaos as they try to escape the colonel's team and reach a military fort.
